A recent report into teaching quality has concluded that better teachers should receive higher pay. The report, commissioned by the state and federal government, proposes that teachers be remunerated using a merit-based pay system and a national benchmark be developed that will rank every teacher's value.

However, several education experts have expressed concerns that the report did not address fundamental issues in teacher quality and student behaviour and believe the scheme will be time-consuming and expensive. They have also warned that a bureaucratic, centralised approach would not necessarily improve the quality of teaching and would deny schools the autonomy and flexibility to best reflect their own needs and community expectations.
